Default website distortion in IE

My Hpage website is http://sayuri.hpage.com/
I create and maintain it in firefox and it looks fine there.
But I have lots of problems in Internet explorer.There are no frames (the menu -navigation bar) is not present in some pages,The font looks bigger and external html links are distorted. On the whole the website looks very bad in IE. what can I do?
please help!!

I have tested for you. Please add in the header settings in html-code followings:

Then the toolbar is alright with IE.

Thanks Serena...I tried it long back ...but still doesnt work. Also Any idea on what I can do about the frames being present on all pages. (when I click a menu item it opens in a new page without the menu bar in IE, I want it to open in the same frame...what do I do?

Now you have the doctype double in your site. Please delete one.

Default hey

Removed the red code...its still the same..am thinking of removing the entire toolbar itself .
any idea for the frames?
