Default Clock problem in date format

In my Website Settings, the date and time zone as I have set them are correct, but the clock time in the date format field is not. It's 14 hours behind. I don't see a way to fix this error How can I correct this?

The time zone setting effects the time that is shown with the guestbook entries.
