You can only use the member area if you have redeemed it for 700 points via Points => Redeem => Extras.
Than you can manage your member and make the settings via Extras => Member area => Manage members / Settings.

And if you want to now how you can create a member area where your member can register or log in then create a table with links which have the aim to register.html, login.html and so on ...
