Started a new webpage, trying to upload a picture that i have uploaded on another page, so I know the file is not to large, now I get a message that says: Not enough free storage space: You have reached your storage space limit. I have uploaded nothing at all on this page, and I am trying to upload from my computer not from another page. Also unable to make new folder.

You just open in files in which the space available for storage of your up load files is available. If it is full then you cannot up load further. it is just for an information for further enquiry you can contact in forum
